The BKrFQG applies for all drivers who are involved in goods or passenger transport on public roads for commercial purposes, and for which a class C1 C1E, C, CE, D1, D1E, D or DE driving licence is required. For holders of driving licence classes C1, C1E, C or CE who obtained their licence prior to 10/09/2009, there is a so-called grandfathering regulation, which means that these persons are not obliged to provide evidence of a basic qualification, but are however, obliged to have regular further training.
Initially, this must have been obtained by 10/09/2014 (at the latest in 2016 for harmonisation of the validity of the driving licence). There is also an obligation for further training every five years after obtaining the basic qualification, which is mandatory as of 10/09/2009 for all new holders of driving license classes C1, C1E, C or CE.
